Acquire an Unadorned Seal
The seal drops inside LBRS. Keep it and confirm the character holding it will become the group's key carrier.
Collect the three gemstones
Loot the command gems tied to Highlord Omokk, War Master Voone and Overlord Wyrmthalak.
Return to Vaelan
Hand in the complete LBRS collection and receive the unforged stage plus the tool for controlling Emberstrife.
Travel to Emberstrife
Find the dragon in Dustwallow Marsh and read the quest instructions before attacking.
Weaken and control the dragon
Reduce Emberstrife carefully, then use the supplied orb as directed so his flame forges the seal rather than simply killing him.
Return for the finished Seal
Complete Vaelan's final hand-in and keep the Seal of Ascension available for UBRS groups.

What if the starting NPC has no quest?

Can I complete it solo?
